Yes, if the charger's INPUT rating covers the destination's voltage and frequency, its power cord is approved for that supply, and the adapter meets the required electrical ratings and grounding needs. A plug adapter does not convert voltage or frequency. A 120V-only charger cannot use a 230V outlet through one.
Read the Input Label, Not the Battery Voltage
With the charger unplugged, find INPUT on its label. This describes the electricity it accepts from the outlet. OUTPUT describes what it delivers to the battery. The voltage printed on your electric bike battery does not tell you whether its charger can use a foreign outlet.
Check both input voltage and frequency. For example, a hypothetical label reading 100-240V~, 50/60Hz includes the stated voltage range and both listed frequencies. That is a label-reading example, not a specification for every e-bike charger.
Check both values against the destination's supply. If either is unclear or outside the rated limits, leave the charger unplugged.
Check the Cord as Well as the Charger
A wide input range on the charger does not settle the whole setup. The power cord, wall plug, and connector can have their own electrical ratings and regional restrictions.
Check the supplied cord and the instructions for your exact charger. If the cord detaches, do not assume a similar-looking replacement is suitable just because it fits. Ask the manufacturer which cord or complete charger configuration is approved for your destination. Do not rewire the plug or remove a grounding pin to make it fit.
A Plug Adapter Does Not Convert Voltage
A passive travel adapter changes the connection, not the voltage or frequency. Check its rating against the charger's input requirements, its fit for the destination's socket, and whether it preserves grounding if your equipment requires it.
The adapter you use for a phone is not automatically suitable. Nor is adding a travel voltage converter an automatic fix for an incompatible charger. Get approval for the complete arrangement instead of experimenting with combinations.
When to Leave It Unplugged
Stop if any part is unresolved: the input range, destination supply, cord approval, adapter rating, or required grounding. A charging light turning on would not prove that the arrangement is safe.
Before leaving, send the manufacturer clear photos of the charger label, cord, and plugs, along with your destination. Ask: Can I use this exact charger there, and which cord or adapter arrangement is approved?
If you need a different charger, it must be approved for both your bike's battery and the destination supply. For what to do without a usable e-bike charger, start with a compatible replacement, not an improvised connection to the battery.
