A pannier's upper hooks may fit over the width of a square rack rail yet fail to close around its shape. Hanging on the rail is not the same as locking to it. Check the hook system, approved inserts, and full latch movement before carrying a load.
Identify the Hook System and Rail Shape
Find the pannier's exact mounting-system name and generation. Photograph the hook profile, latch, lower restraint, and any installed spacers. Then measure the rack rail where the upper hooks will sit, including both dimensions of a square or rectangular tube.
A diameter range written for round tubing does not fully describe a square rail. Rounded corners may let a hook hang in place while the wider face prevents the latch from reaching its closed position.
Check the rail at both hook locations. Welds, bends, mounting plates, or a changing cross-section can give one hook a different fit even when the rack looks uniform from a distance.
Use Only Parts Approved for That Hook Generation
Check the bag maker's parts diagram for the available hook sizes and inserts. A larger hook may create more opening but still fail to close around a square profile. An insert can reduce clearance on a smaller round rail; it is not automatically an adapter for every shape.
Do not mix hooks, rails, or spacers from different generations because the products share a brand name. If the official chart does not cover the rail shape, ask the bag maker with the exact system and measurements.
Watch the Complete Latch Movement
Test with the bike parked and the bag empty. Lower the bag onto the rail, release the carrying handle or locking control as instructed, and look directly at both upper hooks. Each latch must travel to its specified closed position without pressure from the bag forcing it around the rail.
Lift gently in the removal direction while watching the latches. If a hook opens, rests on a corner, or closes only when twisted, the interface has not passed. Do not use road vibration as the test.
Repeat after moving the empty bag to the exact fore-aft position needed for heel and wheel clearance. A hook that closes only at an unusable location does not solve the carrying task.
Reject a Hook That Merely Hangs On
Tape, foam, zip ties, or a homemade spacer cannot replace the hook's designed lock. Choose a compatible pannier system or a rack with an approved rail profile rather than modifying a load-bearing part.
