No, a universal adhesive phone-mount adapter will not reliably stick to every case. Soft silicone, rubbery surfaces, and some coatings can be unsuitable for the supplied tape. Check the adapter's compatibility list against the actual back surface of your case before attaching it. A secure locking head cannot compensate for a bond that lifts from the case.
Identify the Surface the Tape Will Touch

A case described as "hybrid" may combine a soft bumper with a hard back. The material beneath the adhesive matters, not the label for the whole case. A coating over an otherwise suitable plastic can also change the result.
Check the case maker's material information for that particular surface. If it is unclear, ask before applying the adapter. Do not assume a case is compatible because a friend's visually similar one worked.
Do not assume bare glass is suitable either: an anti-fingerprint or other surface coating can affect the bond. If the adapter requires a compatible case, use one. Do not sand or strip a finish to make an uncertain surface appear compatible.
Check the Full Contact Area
The adhesive pad needs the intended contact area, without a camera bump, deep texture, or other feature leaving part of it unsupported. A small area that initially sticks is not the same as a properly seated pad.
Check the adapter's device-suitability and weight limits as well. A large or unusually shaped device should not be assumed suitable merely because the attachment can be centered on its back.
Before removing the backing, plan a position that fits the entire pad and permits the phone to engage the mount without another case feature interfering.
Prepare It Once and Allow the Specified Time
Use the cleaning method and application pressure specified for your adapter, on a compatible surface. Allow the full stated bonding time before use; initial tack does not mean the bond is ready for riding. Do not substitute another adhesive product's waiting time or assume that overnight is always sufficient.
If the supplied adhesive is single-use, peeling it up to correct the position consumes that installation. Do not treat pressing it back down as a fresh bond. Use the approved replacement pad and repeat its preparation steps, or choose another suitable mounting arrangement.
Check the Bond Before Putting the Phone on the Bike
Follow the manufacturer's bond check before use. If an edge lifts or the adapter moves relative to the case, stop using that adhesive connection. A test ride over rough pavement is not an appropriate way to find out whether it will hold.
Cockpit layouts differ across electric bikes, but none can make an unsuitable phone-case adhesive dependable. Resolve the phone-side connection first. Moving the handlebar mount will not repair a bond that is lifting from the back of the case.
Then use the phone-mount safety guide for the rest of the setup. The mount, adapter, case, and phone form a chain of connections; a strong locking head does not cancel out a weak bond.
